APP Enforcement and rules execution order

HI
I have RTM and some web sites, but I am still in the dark about APP Enforcement and the Pass immediately. The 2862 user guide really does not say how these two options interact. To me, and maybe this a UI issue, if Pass immediately and a APP E profile was selected then the filters would be about passing data, and not blocking it.
I assumed that if you selected a APP E profile and Pass immediately, that only packets matching that profile would pass. but that's not the case.
So does APP E (and of filtering) always block?
and is there a way to block everything but the service in the APP E profile. Like Block immediately with a APP E profile (which would pass)
