2960 inter lan traffic

Hi
I have a 2960 and have created a second LAN.
1st LAN is VLAN 10 second LAN is VLAN 100.
In the Inter-LAN Route tab, Enable Inter-LAN Route is unchecked, but the 2 LANs can still communicate.
So I tried enabling inter LAN routing using route groups and created a specific group to block traffic between LAN1 and LAN2 but they can STILL communicate.
I even added a firewall rule to block traffic between the 2 and STILL they can communicate.
I need the traffic to be totally seperate.
I am clearly missing something fundamental, could someone please offer any pointers?
